We are a nonprofit 501(c)(3) affordable housing developer located in Eastern Kentucky. Our mission is to use the power of housing to transform lives and build a brighter future for our community. Our programs have helped more than 2,900 low-income people in rural southeastern Kentucky become new homeowners, make home-improving repairs, and break free of debt.

Follow this link to download the Environmental Assessment for the new construction of 16 units of single-family detached housing by Housing Development Alliance on a vacant lot located at 2554 Leeco Road, Hyden, Leslie County, KY (geographic coordinates:  37.1165607206, -83.3246433647). 

Kentucky Housing Corporation (KHC) has issued a Finding of No Significant Impact (FONSI) and Notice of Intent to Request Release of Funds (NOIRROF) for US Department of Housing & Urban Development HOME Investment Partnerships (HOME) and Self-Help Homeownership Opportunity Program (SHOP) funding that will be used on the project. 

KHC will accept public comment on this Environmental Assessment until September 19, 2024. Please submit all comments regarding the Environmental Assessment in writing to Jennifer Oberlin, Kentucky Housing Corporation, via US Mail at 1231 Louisville Road, Frankfort, KY 40601 or via email at environmentalreview@kyhousing.org

A copy of this Environmental Assessment may also be accessed online at  http://www.kyhousing.org and http://cpd.hud.gov/cpd-public/environmental-reviews. A hard copy of the Environmental Assessment is available for public examination and copying, upon request, at the offices of Housing Development Alliance at 2871 North Main St. Hazard, KY 41701) or KHC at 1231 Louisville Rd. Frankfort, KY and may be examined or copied Monday-Friday 9 A.M. to 4 P.M through September 19, 2024

Our Programs & Services

How We Can Help You

We help low-income families in Breathitt, Knott, Leslie, and Perry counties in Eastern Kentucky achieve their dreams of owning a new home. HDA-built homes are affordable, high quality, long-lasting, and energy efficient. We do not give away houses, and it’s rare that we sell an already-built home. Rather, families must first qualify for our program, and then, we work with them through Housing Counseling to prepare them for homeownership.

Inside or outside, our carpenters can make the improvements your home needs. Whether you need two or more major repairs, critical repairs (like a new roof, new flooring, new HVAC, etc.), or accessibility repairs (wheelchair ramps, bathroom replacement, etc.), HDA is here to make the repairs qualifying homeowners need at a price they can afford! Let’s make your home stand the test of time.

HDA offers affordable rental homes for low-income families and 1-BR and 2-BR apartments for qualifying very low and low-income applicants. We also have Single Occupancy Apartments for single homeless individuals. Please be aware that we have a limited number of rental units and very low turnover. Contact us for more information on availability and/or for a Waiting List application.

We offer group volunteering opportunities to folks from all over the country throughout the year. We welcome College Mission Trips/Alternative Breaks, Church Groups, Youth Groups, Corporate Retreats, Senior Adult Volunteer Groups, etc. We also have a Local Volunteer Program for groups from churches, schools, and businesses in the counties we serve to help out at our Volunteer Events.

A low-cost home energy assessment can find leaks and other problems that cause your home to use more energy, making your heating and cooling costs much higher than they should be. This service is available to everyone regardless of income!

Often simply called “Redbud,” our Community Development Financial Institution (CDFI) uses a combination of fair loans and individualized financial education to help you build a pathway to homeownership, break free of debt, and many other dreams!

Construction Training Program

Our groundbreaking program provides paid, on-the-job training in home construction for men & women in substance use recovery. Trained by our experienced staff carpenters, our trainees not only learn the construction trade, but they also earn college certificates, improve their resumes, and build affordable homes for the workforce of Appalachian Eastern Kentucky.

Since the program's start in 2019, in partnership with local substance use recovery programs, an impressive 73% of our trainees have gone on to complete college programs and/or have secured what most substance use therapists say is the key to helping someone stay in recovery: a job!

A Flood Survivor Neighborhood
Sat., Sept. 21, 2024: 5 to 6:30 p.m.

We can’t wait to celebrate the completion of this new 7-home community for flood survivors in Breathitt County! On this special day, we’ll be welcoming Earl Lovely to his new home, along with all of his new neighbors. A true testament to not only building homes but building community too, Peach Tree Lane is a neighborhood of folks who have grown to look out for each other in homes located outside of the floodplain.
